Approved minutes of meeting of the Finance, Legal, Health & Safety Committee on Tuesday 22nd March 2022 at 5.30 pm at Shenstone Community Library.

1 Register of Members in attendance.

Cllr Sheila Beily (Chair), Cllr David Salter, Cllr Gail Nicholls, Cllr Stuart Jones, Cllr Rita Hancocks.

2 Acceptance of apologies. Cllr Nicky Macdonald.

3 Public Participation.

Members of the public are invited to address Council for a maximum of 15 minutes. None

5 To accept and confirm minutes of the last Finance Legal Health & Safety Committee meeting on Tuesday 25th Jan 2022

6 Finance.

Current financial position as of Tuesday 22nd March 2022.

Unity Bank account £68,381.93. Nat West Liquidity Account earmarked funds £112,409.35. Nat West Business Reserve £53,317.54. Nat West Current Account £905.00.

Transactions for approval were shared which includes the transfer of the agreed £50,000 from the Liquidity account to the Unity Account detailed in full at the Full Council meeting on March 8th and the designation of the remaining ear marked funds.

Also included is the latest HMRC VAT refund.

7 Community Grants update on payments to date & pending.

Of the 20 grants approved, 7 are still outstanding payment.

Shenstone Village Hall, Trinity Methodist Hall, Shenstone & Stonnall Guides, Friends of Shenstone Tower, St Johns Community Hall, St Johns Table Tennis Club – awaiting details of purchases required & Stonnall Juniors Football Club awaiting supporting documentation.

Therefore, £9442.80 will most likely be paid out in the next financial year but was budgeted for in this.

8 Review existing maintenance contracts in line with Procurement Policy Procedure & recommendations.

Lichfield District Council Ground Maintenance & Street Cleansing Contract.

Value £37,174.50 with a scheduled 7.8% RPI from April.

The contract was agreed in 2018 with no termination date set.

It was unanimously agreed that the performance of the LDC team has been excellent with several occasions of going above & beyond expectation through flexibility & customer care. Increases in cost year on year have been standard RPI. There have been no complaints.

RECOMMENDATION: Continue with the contract for 2022/23 but with a view to retender the following year.

Tonks Tree Services Little Aston Recreation Ground contract £6,400 per annum. This contract has expired by two years. However, the grounds were closed for very long periods due to Covid. Cllr Salter, for the LARGA committee, reported no problems with the contractors and many examples of added value. There have been no complaints & the costs have been fixed for the entire duration of the contract.

RECOMMENDATION: Continue with the contract for 2022/23 but with a view to retender the following year- pending LARGA Committee approval.

9 A.O.B. Cllr Salter raised the issue of estate fencing for St Johns Churchyard.

RECOMMENDATION: Obtain quotes for consideration at Full Council.
