Approved minutes of Neighbourhood, Planning & Property Committee Meeting held  Tuesday 23rd November 2021 at Shenstone Community Library.

1 Register of members in attendance.

Cllr David Thompson, David Salter, Gail Nicholls, Rita Hancocks, Stuart Jones.

Shirley O’Mara (Clerk).

2 Acceptance of apologies. Cllr Val Neale & Cllr Nick Smith.

3 Public Participation.

Members of the public are invited to address Council for a maximum of 15 minutes.

4 Declarations of interest. Members should consider whether they should partake in any discussion or vote on matters on the agenda unless they have a dispensation:

5 To accept and confirm minutes of the last Neighbourhood Planning & Property Committee Meeting Sept 21st at 5.30pm.

Duly accepted & signed.

6 Planning applications- update including outstanding applications and objections.

The following outstanding applications were discussed:

The Swallows, Mill Lane- no action required

Springhill Farm, Muckley Corner- no action required

35 Little Aston Rd- objection submitted

Land off Cartersfield Lane, Stonnall- awaiting decision

Derry Farm, Shenstone- awaiting decision

Shenstone Moss and Pinfold Hill – awaiting decision

Shenstone Tennis Club are submitting a planning application for installing flood lights. As custodian trustees only Council is not able to put the application forward on their behalf. Community grant funding is available to apply for.

7 Richard Cooper Room

  • Update on Friend Associates Survey & next steps.

The survey has been completed & the report is due in the next 7-10 days.

A meeting with the Richard Cooper Room Management Committee to be arranged for mid-January.

  • Legal clarification of ownership. Pickering’s are still reviewing documentation.

8 Lammas Land boundary investigations.

All investigations now complete.

The Chairman of the Lammas Land Committee has requested that Council review the Barbed Wire Act responsibilities in relation to the boundary. It was agreed that this should be done when the scheduled work on the loop path has been completed.

In order to confirm exact ownership of the land at the boundary, it is recommended that a Land Surveyor is engaged.

9 Stonnall Youth & Community Centre: update on transfer of lease.

A draft lease has been submitted by County & is currently being reviewed by Councils Solicitor.

10 Westgate Practice: ongoing closure of surgery.

Council is very disappointed with the response from Westgate to the letter from Council, from Christopher Pincher MP & the submission of the village petition.

Outlook is pessimistic of any change before the end of March.

11 Creative Plants: request for advert in Parish Newsletter.

It was agreed that no advertising may be permitted but a thank you to Creative Plants for their support will be printed.

12 Future consideration of a 20mph speed restriction in Shenstone

Cllr Thompson reiterated the importance of traffic measures being included prominently in the revised neighbourhood plans.

Cllr Jones mentioned that he had noticed the new measures on the Birmingham Rd seemed to be having the desired effect & Cllr Nicholls reported the same positive outcome in Stonnall.

13 A.O B

a) Remembrance Sunday. It was agreed that going forward Council will take the lead on organising the Remembrance Sunday service at the Cenotaph. The Clerk will arrange a meeting with the current organiser Colin Fishwick to discuss.

b) Cllr Hancocks raised the issue of the land registry records for the Playing Fields in Shenstone in that they are incorrectly registered. Cllr Thompson will review the documentation & report back to Council with legal advice potentially required.

c) Cllr Salter asked if there has been any progress with topple testing at St John’s Churchyard. The Clerk has not had any further communications & will chase.

d) Cllr Jones reported that the Co2 monitor recently purchased is an excellent piece of kit & highly recommends its use.

e) Following a meeting with residents of Garnet Close, Stonnall, Cllr Salter has agreed that the Clerk will do some land registry investigations to establish exact ownership.

f) Cllr Thompson explained that he will be pursuing a grant application with the Rural Community Energy Fund at the end of the year in order to conduct a decarbonisation feasibility study.

g) It was agreed that an article highlighting the importance of Section 34(2A) of the 1990 Environment Act be included in the next newsletter.
