Approved Minutes from Finance, Legal, Health & Safety Committee Meeting of Shenstone Parish Council held on 23rd March 2021 via Zoom at 5.30pm.

1 Register of members in attendance:

Cllrs David Salter; Sheila Beilby; Nicola Macdonald; Stuart Jones; Gail Nicholls: Nicki Gobran. Clerk Shirley O’Mara

2 Acceptance of apologies.

None.

3 Declarations of interest. Members should consider whether they should partake in any discussion or vote on matters on the agenda unless they have a dispensation:

4 Public Participation.

Members of the Public are invited to address Council for a maximum of 15 minutes:

5 To accept and confirm minutes of the last Finance Committee meeting on Tuesday Jan 26th 2021.

6 Finance–

current financial position as at 23rd March 2021.

Unity Bank £48,627.65 Nat West Current Account £905.00 Nat West Business Reserve £53,312.38 Nat West Liquidity Account (earmarked funds for possible Stonnall Youth & Community Centre rebuild, revised Neighbourhood Plans, management agreements re all Council land & buildings plus associated legal costs) £162,238.61

All to date transactions were shared. VAT refund of £14,642.51 received.

7. Review and adopt Financial Terms of Reference & Regulations.

The Finance Regulations were duly adopted. The Terms of Reference will be adopted at the May 25th Finance meeting

8 Footpath, back of Church Lane, Stonnall: consider re-surfacing.

Cllr Nicholls briefed the committee on the very poor state of the footpath following bad weather & the effects of flooding. The Committee agreed that work is necessary and asked the Clerk to get quotes for hard core re-surfacing.

9 Community Poppy Project.

Details of a proposed project were shared (attached) for which Mrs Mary Jones is seeking support. The Committee is supportive but would like the project rolled out in all Wards not just Shenstone. Cllr Gobran said this may be difficult in Little Aston but the Clerk & Cllr Nicholls said that they were sure Stonnall would want to be involved. RECOMMENDATION: Take to Full Council for support across all Wards.

10 A.O.B.

Following the repeated acts of vandalism at the Village Hall car park in Shenstone, Cllr Edgley had emailed to suggest that the Village Hall Committee invest in their CCTV system & that Council could consider some funding if necessary.

Cllr Jones reported that the Committee are looking in to this & research done by Cllr Gobran will be shared. Cllr Salter reiterated that it is for the Village Hall Committee to approach Council should they need financial assistance and not for Council to offer.
