Approved minutes of the Neighbourhood Planning & Property Committee Meeting held Tuesday January 24th, 2023, at 5.30pm Shenstone Parish Office.

1 Register of members in attendance

Cllr David Thompson (Chair), Cllr David Salter, Cllr Stuart Jones, Cllr Gail Nicholls,

Cllr Rita Hancocks, Cllr Val Neale, Cllr Phil Whitehouse.

2 Acceptance of apologies. None

3 Public Participation.

Members of the public are invited to address Council for a maximum of 15 minutes.

4 Declarations of interest. Members should consider whether they should partake in any discussion or vote on matters on the agenda unless they have a dispensation:

5 To accept and confirm minutes of the last Neighbourhood Planning & Property Committee Meeting Nov 22nd 2022.

Approved & signed.

6 Planning applications – update including outstanding applications and objections.

Includes Proposed addition to existing telecommunications equipment at A452, Stonnall.

  • Hearing re Foden Close garage development going ahead again.

  • No objection to the Proposed addition to existing telecommunications equipment at A452, Stonnall.

7 Bioregional Feasibility Study Stage 2 study Group: Shenstone Industrial Estate developer response. Cllr Thompson briefed the Committee on a letter he has sent to Douglas & Graham, the developers of the proposed development on Shenstone Business Park. The letter details that Council wish to share feedback re Environment Agency revised flood forecasts & the greater occurrence of flooding on the Lammas Land as well as share the details of the Feasibility Study & next steps with South Staffs Water.

8 Lammas Land Boundary incursion: update from Solicitors.

Nothing to share

9 Neighbourhood Plan reviews: identify Parish Councillors who wish to lead on the project. Noted as necessary after the May elections.

10 Barnes Road drainage: update.

The Committee of Shenstone Playing Fields have submitted a community grant application which includes funds for a more detailed drainage survey. At a meeting of the same Committee, it was proposed that the Village Hall Committee would do the same & costs would be shared. Cllr Hancocks, in her capacity as Chair of the Village Hall Committee, stated that it had been decided by the Treasurer that this would not be the case & that they will pay for all the works.

It was agreed that the someone from the NP&P Committee would contact the Village Hall Treasurer to discuss.

11 UAV Protests: update from Staffs County Council.

The confidential report from Staffs County was shared and discussed.

No resolutions.

12 Review Risk Assessment & Risk Management policies.

RECOMMENDATION: To be approved & adopted at Full Council.

13 A.O.B.

Lichfield Greenspace Mowing Panel- LDC are speaking with the Shenstone Playing Fields Committee re reserving some grassland & planting meadowland seeds.

Cllr Jones asked if there are offers of help to create meadows. Cllr Thompson to share specification.

Richard Cooper Room- a very productive meeting with members of the Richard Cooper Room Committee was held last week in which details were shared of the progress made with building works. A community grant application has been submitted to allow a qualified engineer to look at roof options.

St Johns Cemetery Upper & Lower Grounds Maintenance Tender:

The clerk shared the full tender document received from Lichfield District Council (LDC) with the Committee & detailed the RPI price increases year on year as well as the changes to the specification over time.

Cllr Thompson noted that the tender document submitted by LDC included a significant error which was subsequently amended. As the only tender application being considered this amendment was accepted but it should be noted that this would not be the case if comparisons were being made. Overall, the costs have increased by close to 50%. However, due to the excellent quality of the work & the flexibility demonstrated the recommendation is to accept the renewed contract.

RECOMMENDATION: To be approved & adopted at Full Council.
