Approved minutes of Full Council meeting Tuesday 4th May 2021 7.15pm. Meeting held under the regulations made in the Coronavirus Act 2020

1 Register of members in attendance

Cllrs David Salter, Sheila Beilby, Gail Nicholls, Stuart Jones, Lesley Edgley, Neil Perry, John Branch, Kelly Harrison, Nicky Macdonald, Rita Hancocks, Mick Cox, David Thompson & Nick Smith.

2 Acceptance of apologies.

Cllrs Val Neale & Nicki Gobran. County Cllr David Smith.

3 Public Participation.

Members of the public are invited to address Council for a maximum of 15 minutes.

None

4 Election of Chair and Vice Chair of Council.

To receive nominations for the role of Chair & Vice Chair & elect accordingly.

There were no nominations for either position. Cllr Salter said he is happy to continue as Chair for a further year and Cllr Beilby said the same for the position of Vice Chair.

Votes were then taken and Cllr Salter was voted in as Chairman & Cllr Beilby as Vice Chair, both unanimously.

5 Declarations of interest. Members should consider whether they should partake in any discussion or vote on matters on the agenda unless they have a dispensation:

6 To accept and confirm minutes of the last Full Council meeting on Tuesday 27th April 2021.

Highways joint working group

All positions were agreed as per the attached spreadsheet. Cllr Salter asked that Councillors consider putting themselves forward for the remaining vacancies.

He also reminded Members that they need to update their Declaration of Interest records if they have altered their membership of outside bodies

10 Chairs Honorarium.

Councillors agree on an allowance for the Chair of the Parish Council in order to undertake official business.

Approved: payment of £1250.00

11 To receive reports from District and County Councillors.

Cllr Salter commented on the news that Lichfield’s day-rate for Covid19 was just 7.6 per 100,000 which is 1/3 of the National rate of 22.4. the West Mid’s is 20.1 and Stafford is 15.1.

12 Finance.

The current financial position & transactions for approval were shared –
see financial transactions attachment.

Finance as of 4th May 2021: Nat West Current Account £905.00, Nat West Business Reserve £53,315. Nat West Liquidity Account Ring Fenced funds for ear marked projects ££162, 6300.63 & Unity Bank £209,058.37.

Cllr Perry queried whether Council have received any payment from the landowner who benefitted from the cutting back of the dangerous trees overhanging the Lammas Land earlier this year. The Clerk confirmed that despite contact no payment or responses have been received. Cllr Perry & Cllr Edgley suggested a further letter before action. Council were in agreement & the Clerk will now write accordingly.

Confirm next meeting of the Finance, Legal, Health & Safety Committee Tues May 25h at 5.30.

13 Planning.

Approve planning applications received in last month and update on any objections/ developments. No update. See planning applications attachment 

Consider quote for repair of portion of boundary wall at St Johns Church £7674.00.

RESOLUTION: Unanimously approved. Confirm next Neighbourhood, Planning & Property Committee Meeting Tuesday June 22nd at 5.30pm.

Cllr Salter to seek confirmation that Dynamic Monitoring is included in the quote

14 Standing Orders- approve & adopt.

Deferred to next meeting.

15 Stonnall Youth & Community Centre: update from Working Group.

Consider recommendation for RICS building survey £2,100-2,500 + VAT.

Cllr Thompson gave an update on the two quotes received and ,on the basis of speed and detail of response, clarity & quality made the decision to recommend to Council the acceptance of the quote from Marcus Friend Associates for £2,500.00.

RESOLUTION: Council voted to accept the quote for £2,500 + VAT with two abstentions.

The Working Group is also confident that the survey should be completed in time to provide our insurers with the timeline information they have requested prior to our insurance renewal. The Clerk will be meeting Mr Doug Morrison of SY&CCMC to collate the information he has relating to works completed to date as soon as convenient. This information will then be shared with the chosen Surveyor and access to the building needs to be arranged.

With regard to the applications to join the Working Party, five individuals have applied & the Working Party will be in touch with them to choose a representative .

16 Removal of telephone boxes.

No objections raised to the removal of phone boxes in Main Street, Shenstone; Smarts Avenue, Shenstone Wood End & Main St, Stonnall.

17 Request for Shenstone Village Hall sign at the bottom of Barnes Road.

Cllr Hancocks made this request but the granting of permission is outside the PC’s remit as the sign would be on either private land or SCC Highways land, Cllr Hancocks was directed to seek the permission of the appropriate land owner/authority.

18 Shenstone Christmas Market: request to support Dec 4th2021

Council voted unanimously to support the proposal for a second Christmas Market.

It is not clear whether funding is also required at this stage.

19 Next meeting of Full Council Tuesday 8th June 2021 at 7.15pm.

Due to changes in meeting rules, if this meeting date is required, it will be held face to face in Shenstone Village Hall under appropriate conditions.
