APPROVED MINUTES OF NEIGHBOURHOOD PLANNING & PROPERTY COMMITTEE MEETING JUNE 22nd 2021

2 Acceptance of apologies. None

3 Public Participation.

4 Declarations of interest. Members should consider whether they should partake in any discussion or vote on matters on the agenda unless they have a dispensation:

5 Election of Chair of Neighbourhood Planning & Property:

Cllr Thompson was proposed by Cllr Salter, seconded by Cllr Nicholls & unanimously re-elected

6 To review, accept and adopt Terms of Reference.

7 To accept and confirm minutes of the last Neighbourhood Planning & Property Committee Meeting Feb 23rd 2021

8 Planning applications- update including outstanding applications and objections. Includes Lammas Land boundary incursions.

Cllr Thompson will be meeting residents of a property in Foden Close next week to further investigate possible boundary incursions onto the Lammas Land. Owners of a further property in Oakwood Close have not responded to our letter re the same issue so may require legal resolution.

The Clerk is charged with completing Land Registry investigations to establish precise boundary details.

A recently received planning application for change of use on land south of Mill Lane, Stonnall will be looked at closely.

9 Neighbourhood Planning: next steps for review.

It was agreed that a review is necessary particularly following boundary changes.

Cllr Thompson would like to meet with Patrick Jarvis of Lichfield District Council in the near future to clarify issues relating to the Local Plan including the planned house building earmarked for Shenstone.

Cllr Jones asked what changes if any the changes announced by the Government to planning will have with regard to Neighbourhood Plans. Cllr Thompson said the changes are more to the planning system.

10 St John’s Church Wall: Restoration work update.

Work scheduled to begin this week with discussions ongoing with Friends of Shenstone Tower re fencing. Cllr Jones reminded the Committee that Faculty permission will be required

11 Property assets: review outstanding maintenance requirements on all property assets including Richard Cooper Room survey report.

Cllr Thompson said it is important to be consistent with all of the assets with which we have a direct obligation.

With regard to the Richard Cooper Room, Cllr Hancocks mentioned that most documentation relating to ownership has been lost over the years but some papers still exist on site. It was requested that these are shared with Council as well as details of frequency & use pre Covid.

According to the survey completed by Hough & Co the main area of concern is the roof. A specification & schedule of works for the roof is required.

12 Update on tree work completed on land adjoining Lammas Land Feb 2021.

The owner of the land across from the Lammas Land has complained that the tree works completed early this year were not completed to her satisfaction. She has written to the Clerk with details but this has not been received. The Clerk has asked if this can be forwarded again so an investigation may take place. Cllr Jones reported that the works were completed fully to specification but would take photographic evidence for Council to review at the next meeting.

13 Damage to bench outside the shops in Stonnall: next steps.

Following significant vandalism the bench has been removed. The Clerk will liaise with Stonnall Scouts who had donated the bench re a replacement for which Council may wish to consider some funding.

14 A.O.B

Doctors Lane: There have been concerns expressed by BT that work on the path may have drainage implications. Bi-annual gravel filling may be a way forward.

Zurich Insurance: Council’s insurance policy, including Stonnall Youth & Community Centre, has been renewed but “will not be able to provide any subsidence cover”.

SY&CC Survey: As part of the RICS survey completed on June 16th some loose wiring on the side of the building near the school was identified. This was immediately attended to by the SY&CC Committee, the wires were not live but have now been safely secured out of reach.

Enlarged Working Group to meet w/c 5th July to review the RICS 3 Survey and make recommendations to full Council.

15 Next meeting of Neighbourhood Planning & Property Committee Sept 21st at 5.30pm Shenstone Library.
