MINUTES OF NEIGHBOURHOOD PLANNING AND PROPERTY COMMITTEE MEETING TUESDAY 26th NOVEMBER 2019

  1. Approve minutes of last NP&P meeting 1st October 2019.

Minutes were approved & signed

  1. Planning applications- update including outstanding objections:

i) proposal for development on  former Ash & Lacey site: Cllr Thompson stated this is a repeat application amended for HGV’s to be able to roll 

  1. The first application was for smaller vehicles & he will take another closer look.
  2. ii) Shenstone Moss- this application has not been validated yet but we will keep a close eye re intensification.
    iii) Footherley Road- this is a reduction in garden space to develop housing. Cllr Thompson will look into it.
  1. Shenstone station –proposed Traffic Regulation Order.

  Update on meeting with Staffs CC & the consultation process.

Cllr Perry reported on a meeting held on Nov 25th with County Cllr David Smith, Tim Heminsley, Strategic Community Infrastructure Manager, and members of the engineering & traffic regulation order team for Staffs County Council. There were lengthy discussions regarding the proposed traffic regulation restrictions around  the station, especially regarding whether or not to proceed with all restrictions across the area already  consulted on and the areas likely to be affected by displacement or phase 1 only- the area immediately around the station which has already been subject to informal consultation. It was eventually decided to progress with  phase 1 only but with phase 2 and potentially a phase 3 to include Main Street very much in mind- all subject to full consultation. There is very significant concern re displacement.  It was also agreed that the waiting restriction should be Monday-Friday 11.00-2.00.

Tim Heminsley will later this week produce an update for all residents to be shared immediately.

  1. Local Plan Review Preferred Options for Growth

i)Discussion about proposals & the Parish Council position. Cllr Thompson stated that there is reason to be  cautiously optimistic:  document details growth outside the green belt & no growth south of us, the industrial growth area for Shenstone has gone and 153 homes identified as the outstanding contribution. Mr Robin Stubbs for “Save our Shenstone” expressed delight at this news & will prepare a communication to be co- ordinated with the Clerk once the document goes public on Friday.

Attendance at the drop in session on Weds 11th Dec is encouraged. iii) Parish Council response proposal at the   end of Jan 2020 meeting. – Cllr Thompson will prepare wording for approval by Council at the end of January.

  1. Transfer of ownership of Stonnall Youth & Community Centre from Staffs County Council to Shenstone Parish Council for £1.00- response to Staffs County Council. (Discussed in confidence)

Cllr Salter confirmed that the transfer of ownership is for the whole plot. This is after a conversation with Ian Turner of Staffs CC Property Dept. The minutes of the property meeting held at Staffs in July & supporting  documentation was shared (attached).  There has been a clear misunderstanding which is that Staffs County were under the impression that Shenstone Parish Council had made this approach.

There were extensive discussions regarding the importance of the car park without restrictions being included in any proposal. All were agreed that the offer needs clarification and lots more investigation.

 Cllr Thompson suggested a working party to take this forward with a face to face meeting with Staffs CC.

 Cllr Perry said there needs to be a much clearer understanding of the SY&CC function and definition of what “Youth & Community Centre” stands for. It must, in his view, be established whether the building in the  future will serve new or existing users.

RECOMMENDATION: To form a working party to take this forward.

 Results of a building survey on the SY&CC will be available on Thursday.

  1. Verge wild flower growth- suggested verges need to be identified & Staffs County Council approval sought.

Cllr Jones will feed back with ideas.

  1. Burial capacity map

  1. Vehicle capacity signage.

Clarification has been received that Council cannot initiate purchase but can support and contribute.

  1. A.O.B.

The Clerk briefed the Committee on the flooding in St Peters Close, Stonnall last week. Action was taken to clear the blocked culvert and sand bags put in place to prevent future incidents. The Clerk shared the concerns of the Fire Officer; that there needs to be preventative measures taken to not only safely manage the culvert in terms of the strainer cover but also secure the area around it to prevent children falling. It was unanimously agreed that Council should initiate a risk assessment with recommended action taken.  RECOMMENDATION: Proposed  Cllr Perry, seconded Cllr Neale. 

 Installing deep set gravel boarding was made as a suggestion as was an ex gratia payment to those affected by the flooding but neither suggestion received support from the Committee.

 Next Neighbourhood, Planning & Property Committee Meeting Jan 28th at 5.30pm
