Election of Chairman -  2008 to 2009

 

3.1

Councillor Salter indicated a willingness to stand and was proposed by Councillor Mrs. Jean Wilson and seconded by Councillor Mason

 

3.2

Councillor Salter was elected as Chairman to Shenstone Parish Council

 

3.3

A vote of thanks was given to Cllr. Mrs. Coton for the sterling work she has done as Chairman over the past two years

 

3.4

Councillor Mrs. Coton expressed thanks to Councillors and Clerk for their support during her term of office

Election of Vice-Chairman  -  2008 to 2009

 

4.1

Cllr. Paul Hadley indicated a willingness to stand and was proposed by Councillor Mrs. J. Summers and seconded by Councillor Mason

 

4.2

Cllr. Mrs. Rita Hancocks (absent for the first part on the meeting on District Council Duty) notified a willingness to stand and a short written application was distributed to all members, her application was proposed by Councillor Hollingsworth and seconded by Councillor Mrs. E. Minchin.

 

4.3

A vote was taken and Cllr. Paul Hadley was  duly elected  to serve as vice-Chairman to Shenstone Parish Council for 2008 to 2009

 

5.

Co-option of Stonnall Councillor

 

5.1

Following a vote of approval Mrs. S. Beilby was co-opted to serve Shenstone Parish Council as Councillor for Stonnall Ward and signed a declaration of acceptance.

 

5.2

Clerk pleased to report that Shenstone Parish Council starts the 2008 to 2009  administration with a full compliment of Members

Finance Committee increased to 9 members

Acceptance of Office and Code of Conduct

 

7.1

All Members present were reminded that their conduct in official capacity is guided by the Model Code of Conduct

 

7.2

Any complaints relating to Code of Conduct of Members should now be reported to Lichfield District Council (rather than Standards Board) for resolution

Minutes of Last Meeting

 

8.1

The following amendments were requested

141.1.iii  -  Date to be amended to Tuesday 13th May 2008 

149.2.ii      Clarification sought for exact route of the proposed one-way system around Stonnall during closure of railway bridge (estimated January 2009)

Matters Arising (for Information only)

 

9.1

A member requested if the accounts for the Little Aston Centre had been submitted to the Parish Council,  Clerk confirmed that as yet no year end accounts have been received

 

9.2

Member reported that a representative from the Parish Council is required to serve on the Little Aston Centre Committee

 

9.3

Member requested that dates of sub-committees be placed on the next Shenstone Parish Council full council meeting. to ensure that they are held in good time to ensure that recommendations can be considered.

Member requested if it is possible to obtain details of demographics for Stonnall specifically with regards to age-related statistics

Stonnall road sign requested to ensure lorry drivers and vehicles are directed to the centre of the village at the end of Lynn Lane – finger post to main road still not replaced.

Member reported that finger post in Stonnall has still not been replaced

Member reported that road sign directing traffic to Little Aston/Shenstone/ Aldridge has been knocked over

 

 

Clerk advised members to contact Clarence Line on 0800 23 23 23 to report  any Highways concerns directly .  a reference number will be given that can then be monitored for progress

 

10.

To fix the amount of the Chairman’s allowance in pursuance of section 15(5) of the Local Government Act 1972

 

10.1

To set the Chairman’s Allowance for year 2008 to 2009

Resolved:  To set the Chairman’s Allowance at £1000.00

 

11.

Endorsement of Committee Decisions

 

11.1

Planning

Terms of Reference for Planning Committee were distributed to Members for consideration.

Resolved:  The Planning Committee request Delegated Powers in order to make binding decisions on behalf of Shenstone Parish Council with regard to all aspects of paragraph 2 provided that in all cases the meeting is quorate

Resolved: - Late items not listed on the agenda may be considered by the Planning Committee as ‘urgent’ in order that a reponse is made to Lichfield District Council within the prescribed 21days

 

12.

Finance

 

12.1

Next Finance meeting to be held on Monday 19th May 2008 at 5pm

 

12.2

A grant was requested to keep planters in good order

Resolved:  £25.00 per annum maintenance grant for each Planter installed in the parish to ensure they are adequately maintained

Member asked when Annual Grant Application Forms will be sent out -  this will be discussed at Finance Meeting with copy to be available for Members to agree at next Full Council Meeting.

i)   Financial Report for April and beginning May and update of accounts for payment were presented to Members

ii)   Councillor T. Cox (internal auditor) confirmed that a financial audit has been made and all in exemplary order

 

13.

Planters Update

 

13.1

Maintenance Grant for upkeep of each planter agreed (min 12.2)

 

13.2

Parishioners in Little Hay have requested planter at each end of the lane running through the village around location signs  - this to be discussed at next PHS meeting.

 

13.3

Shenstone Planter to be installed at Shenstone Birmingham Road  once new location sign has been installed by Staffordshire Highways

A vote of thanks was made to Cllrs Hadley and Hollingsworth for the sterling work they have undertaken in installing the planters throughout the parish.

 

 

14.

Shenstone Playing Fields

 

14.1

Parking on the grassed are of the Shenstone Playing Field has been reported –

In the absence of a functioning Playing Fields Management Committee Members  were requested to approve a ‘Cessation Notice’ to be sent directly to the occupier of the Pavilion, Birmingham Road,  Shenstone.  A copy of the draft letter was distributed to all present.

Resolved :  The Cessation Notice to be sent at the earliest convenience directly from Shenstone Parish Council  

 

14.2

The AGM of Shenstone Playing Fields Management Committee will take place on Tuesday 27th May 2008 at Shenstone Village Hall -  at 7.30pm -  All welcome

Notice Boards

 

15.1

The new notice boards are now in-situ

 

15.2

An extensive discussion about content and updating the notice boards followed

 

15.3

Resolved:   Parish Notice boards to contain primarily Parish Council information and Community notices of a non-profit & non commercial nature.

Shenstone Board   -  Clerk to maintain and update

Stonnall Board  -       Cllrs Mason and Hollingsworth to maintain and update

Little Aston  -             Cllr. Mrs. J. Wilson to maintain and update
